Can a Skill be Measured or Assessed?

This paper reviews historic and current definitions of skill as a concept, well frameworks that have been applied to analyse levels skills development across the academic professional spectrum. The author proposes 6-level chart based on “can-do descriptors” approach by CEFR, also known ability assessment approach, for further discussion, development, application. proposed is six levels. These are organized into two Entry levels, Operational Use Strategic Vision Further debate typology Deloitte, LinkedIn Research World Economic Forum presented 2020 documentation. Its dynamic manner paradigms changing importance wide array (alternatively denominated employability skills, soft and/or 21st Century skills) analysed, both educators employers.
